Some people think that health care issues are more urgent than environmental issues. However, in my opinion, the government should pay more attention to environmental issues than health care issues. This is because environmental spending is always low compared to health care spending, and fixing the environment will save many lives.

일부사람들은 건강 관리 문제가 환경 문제보다 더 긴급하다고 생각한다. 그러나, 내 생각에, 정부는 건강 관리 문제보다 환경 문제에 더 많은 관심을 기울여야 한다. 그이유는 건강 관리 지출에 비해 환경 관련 지출이 항상 더 적고, 환경을 개선하는 것이 많은 생명을 구할 수 있기 때문이다.

To begin with, money set aside for environmental issues is always less than that given to health care programs. In fact, recently there have been proposed budget cuts for environmental agencies, while the spending on health care continues to skyrocket. For example, there has been a recent proposal in the US to cut funding for the Environmental Protection Agency by 15 percent. This will greatly limit the agency's ability to safeguard the environment through additional regulation and enforcement of environmental laws. Meanwhile, spending on health care continues to rise year after year without much improvement in the overall health of citizens. This imbalance in allocated funding is likely to result in more environmental problems in the future.

우선, 환경 문제에 드는 자금은 건강 관리 프로그램에 들어가는 지금보다 항상 더 적다. 사실, 최근에 환경관련 부처의 예산 삭감안이 상정된 반면, 건강 관리 예산은 계속 급증하고 있다. 예를 들어, 미국에서는 최근 환경 보호 단체의 자금을 15퍼센트 삭감하자는 안이 상정되었다. 이는 추가적 규정과 환경 관련 법안을 집행함으로써 환경을 보호하는 그 단체의 능력을 크게 제한할 것이다. 반면, 건강 관리 지출은 시민의 전반적 건강 수준이 크게 상승되지 않았는데도 매년 상승하고 있다. 할당된 자금의 이 불균형은 미래에 더 많은 환경 문제를 초래할 것이다.

On top of that, repairing the environment will prevent the loss of many lives. It is a well-known fact that much of the world lacks clean drinking water, and this polluted water is responsible for a huge number of sicknesses and deaths worldwide. According to UNICEF, 4000 children die every day because they don't have clean drinking water. The same organization estimated that 2.6 billion of the global population do not have proper sanitation. By increasing funding for environmental agencies, we can clean up the world's water sources so that people will have water that is safe to drink. By doing this, we can avoid millions of preventable deaths. What's more, because fewer people will get sick from drinking bad water, health costs will decrease as well.

게다가, 환경을 개선하는 것은 많은 생명의 손실을 예방할 것이다. 세계 다수가 깨끗한 식수를 먹지 못한다는 것은 널리 알려진 사실이며, 이 오염된 물이 전세계적으로 엄청난 수의 질병과 사망을 초래한다. 유니세프에 따르면, 매일 4000명의 아동이 깨끗한 식수가 없어 죽는다고 한다. 유니세프에서는 세계 인구 중 26억 명이 적절한 위생 시설을 갖추고 잇지 못하다고 추산했다. 환경 단체에 대한 자금을 증가시킴으로써, 우리는 세계의 수원을 깨끗이 만들어 사람들이 안전한 식수를 먹도록 할 수 있다. 이렇게 함으로써, 우리는 예방할 수 있는 수백만 명의 죽음을 피할 수 있다. 더욱이, 더러운 물을 먹어 걸리는 병에 걸리는 사람이 줄어들기 때문에 건강 관리 비용도 함께 줄어들 것이다.

To sum up, funding for the environment is not on a par with that of health care, and numerous lives will be saved by mending the environment. In this regard, I think that right now it's important for the government to emphasize the environment rather than health care.
